THE EXECUTIVE DIRECTORATE (EXD)
The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD's data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.
THE DIGITAL, KNOWLEDGE AND INFORMATION SERVICE (EXD/DKI)
Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and information management services and the technologies to deliver efficient corporate services, meet business partners' needs and to support and enhance the OECD's global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.
The Digital Workplace Services Division (EXD/DKI/DWS) is responsible for Cloud and IT infrastructure management and operations, end-user equipment management, service transition and coordination, and corporate-wide user support including the EXD/DKI Service Desk and is accountable for delivering reliable and secure services, applying IT Service Management (ITSM) standards, and maintaining the Digital Service Catalogue.
Job Description
THE POSITION
EXD/DKI/DWS is looking for an energetic and innovative Analyst in the Head of Division's office to support the Head of Division in all aspects of managing and maturing operational and working practices to evolve the service offer, support procurement processes and develop coherent, impactful communications.
Working both independently, and with colleagues in EXD/DKI and stakeholders in EXD Services and Directorates, you will coordinate inputs, participate in drafting Calls for Tender and reports, prepare presentations and other communication material for the Head of Division and EXD/DKI senior management, and undertake data and policy/process analysis as needed. As well as supporting wider initiatives, you may lead on specific projects. Reporting to the Head of Division, you would need to be comfortable working at pace, managing competing priorities and ensuring absolute precision in everything you do.

Main Responsibilities
Analysis and Advice
- Contribute to improving the Division's efficiency by analysing current policies, processes and practices, developing and advising on proposals, and identifying opportunities to pursue innovative solutions. This includes project development, implementation and management support.
- Contribute to the development and implementation of operational and continuous improvement initiatives, including designing, updating and disseminating Standard Operating Manuals, undertaking data analysis, researching and drafting of reports, all while ensuring their alignment with Programme of Work deliverables.
- Contribute to the improvement of Key Performance Indicators for data quality control, ensuring information is accurate and consistent. Coordinate input from across the Division for reports, briefings, or procurement proposals. Provide a quality assurance function.
- Proactively identify actionable opportunities across the divisional projects, services and activities, identify process gaps and recommend process improvements by challenging status quo and fostering innovative thinking.
- Use design and data visualisation techniques to develop products and presentations for senior management and key stakeholders, ensuring consistency of key messages. Draft clear, concise and relevant briefing notes for use by senior management.
Liaison and Communication
- Build and maintain relationships with key stakeholders to facilitate the work of the Division by securing the support of, and working in co-operation with, these stakeholders.
Contribute to and support impactful communication of the Division's objectives and work programme to relevant stakeholders in a cohesive and comprehensive manner.
Co-ordination
- Support the day-to-day work of the Head of Division's office in the planning and delivery of assignments, ensuring quality of outputs and that key deadlines are met.
- Support key activities for the Division relating to procurement processes, the corporate reporting cycle, and standard operating manual artefacts.
- Support the effective functioning of the Division, providing inputs on effective working methods, good communication and creating a positive working environment.
Qualifications
Ideal Candidate Profile
Academic Background
- University degree in business administration, information technology or a related field, or equivalent practical experience.
- Industry certification would be preferred.
Professional Background
- Minimum of two to three years of relevant professional experience, preferably working in a structured IT environment adhering to industry methodologies.
- Excellent drafting skills and capacity to summarise technical information for diverse audiences.
- Experience in working cross-functionally with multiple stakeholders at all levels, including senior management, and also be involved in simultaneous projects.
- Demonstrated organisational and time management skills.
- Experience in project management would be an asset.
- An understanding of the governance and operations frameworks of the OECD as well as an understanding of governance in international organisations and the public sector more broadly would be an asset.
- Experience in an international environment would be an asset.
Tools
- Proficiency with Microsoft 365 Apps and data visualisation tools and software (e.g., Power BI, Adobe Creative Suite) is essential.
Core Competencies
- OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 1); Ethics and Integrity (Level 2); Collaboration and Horizontality (Level 2); Achieve Results (Level 2); Innovate and Embrace Change (Level 2).
- There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.

Contract Duration
- Three-year fixed term appointment, with the possibility of renewal.
