The International Forum on TOSSD (IFT) is working towards the effective global implementation of Total Official Support for Sustainable Development, an international statistical standard on financing for sustainable development in developing countries (see www.tossd.org). The IFT Secretariat is hosted by the OECD and administratively integrated in the Development Co-operation Directorate (DCD). Its functions include strategic development and communication on IFT work, maintenance of the TOSSD statistical standard and methodology, and TOSSD data collection and publication. While the IFT Secretariat is substantively independent from the OECD, it works with DCD to co-ordinate data management and maintain the synergies between TOSSD and existing OECD statistics on development finance.

The IFT Secretariat is looking for a dynamic Policy Analyst with strong analytical and statistical skills to be part of a new team and contribute to the implementation of the TOSSD statistical framework, with a particular focus on expanding data collection and capacity building activities.

The selected candidate will work in the IFT Secretariat under the direct supervision of the TOSSD Lead Analyst and under the overall guidance of the Head of the IFT Secretariat.

Job Description

Main Responsibilities

Policy analysis and advice
  • Draft issues papers to advance methodological work (TOSSD Reporting Instructions and classifications) and undertake in-depth quality reviews of TOSSD data, including in relation to specific SDGs. Draft reports and proposals to the IFT Statistical Working Group.
  • Conduct analyses of TOSSD data for specific SDGs, sectors and themes (e.g. climate finance) and draft short reports for publication e.g. data stories.

Statistical engagement
  • Support the Lead Analyst in the engagement with countries and multilateral organisations to grow the membership of the IFT. Establish and develop professional contacts with national statistical offices as well as the statistical staff of relevant ministries, development co-operation agencies, development finance institutions and multilateral organisations.
  • Engage with potential new TOSSD data providers to increase coverage of reporting at the global level, in co-ordination with DCD where relevant.
  • Organise and help lead TOSSD capacity building activities in recipient and provider countries.
  • Seek and evaluate external data sources on support for sustainable development by bilateral and multilateral providers to facilitate engagement.
  • Keep abreast of changes in the development finance landscape, including trends and emerging challenges. Proactively review key events in the international arena to identify opportunities for promoting the work of the IFT.

Data management
  • Contribute to the yearly TOSSD data collection, in co-ordination with DCD where appropriate.
  • Process and verify TOSSD data received from bilateral and multilateral providers. Engage with data providers to promote and facilitate comprehensive and timely reporting on TOSSD.

Representation and liaison
  • Attend relevant international fora and meetings, and deliver presentations and papers as required.
  • Actively disseminate TOSSD data and promote their use in general and, more specifically, within government agencies. Respond to requests on TOSSD data.

Other tasks
  • Support the Head of IFT Secretariat and TOSSD Lead Analyst in the preparation of funding proposals.
  • Contribute to the annual report covering the IFT activities and achievements.
  • Support the preparation of responses to TOSSD-related requests from OECD Senior Management e.g. talking points and briefing notes.
  • Support regular internal and external reporting processes on TOSSD.
  • Carry out other duties as assigned.

Qualifications

Ideal Candidate Profile

Academic Background
  • An advanced university degree in economics, statistics, international relations or related discipline.

Professional Background
  • Minimum five years' experience in international development preferably in a bilateral and/or multilateral context. Sound understanding of the 2030 Agenda for sustainable development, financing for sustainable development and the monitoring of support for the SDGs. Sound understanding of the perspectives of emerging providers and developing countries.
  • Sound knowledge the principles and concepts underlying the measurement of development co-operation and other resource flows. Experience in the measurement of mobilised private finance and climate-related finance would be an advantage.
  • Experience in engaging with bilateral and multilateral providers on development finance statistics.
  • Demonstrated skills in data collection, data processing and quality assurance. Experience in drafting documents on statistical methodologies and reporting issues.

Tools
  • Knowledge and experience with statistical software and programming languages, such as SQL, Excel and R.

Languages
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reaching a good working level.
  • Knowledge of other languages (e.g. Spanish) would be an asset.

Contract Duration
  • 13-month fixed term appointment, with the possibility of renewal.

Salary Information
  • Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.

Selection Process

For retained candidates, written tests/video-recorded interviews are foreseen during the first half of October and panel interviews are planned for the first half of November.
